  이 연구는 제주 거주 몽골 이주 배경 네 가정의 부모를 면담했고, 4개의 주제와 9개의 하위 주제를 도출하였다. 첫째, 가정의 유형, 자녀의 출생지역 등에 따라 ‘한국어가 편한 가정’, ‘한국어와 몽골어를 섞어 말하는 가정’, ‘한국어와 몽골어 둘 다 좋지 않은 가정’ 등이 존재했다. 둘째, 이주 배경 부모는 ‘다문화, 이중언어라는 말만 들어도 싫은’ 부모와 ‘몽골어와 몽골 문화를 제대로 배워야 한다’는 부모로 구별되었다. 셋째, ‘제주에는 몽골어 교육기관이 없고’와 ‘부모 모두 몽골인 가족은 교육 프로그램에 참여할 수 없다’는 것이 이중언어교육의 어려움으로 제시되었다. 넷째, 이중언어교육의 의미는 ‘필요할 때 필요한 언어를 배우면 된다’는 입장과 ‘당연히 배워야 한다’는 입장으로 구별되었다. 곧 이중언어교육 환경의 다양성, 이중언어교육 태도의 대조성, 이중언어 학습자원의 제한성, 이중언어교육 의미의 상충성을 확인하였다. 장차 몽골 이주 배경 자녀가 제주에서 이중언어교육을 성공적으로 이수하려면 부모교육과 함께 지역사회 및 정부가 다문화주의 관점에서 이중언어교육 기회를 더욱 확대하고, 정주민과 이주민은 상호문화주의 관점에서 대등하게 교류하고 소통하는 태도를 함양해야 할 것이다.

  We investigated how international marriage families, as well as parents of foreign workers and international students, provide bilingual education to their children, what difficulties they face, and what meaning they give to bilingual education. For this purpose, interviews were conducted with parents of four families with Mongolian immigrant background living in Jeju, and a total of four themes and nine subthemes were derived. We confirmed the diversity of bilingual education environments, the contrast in attitudes toward bilingual education, the limitations of bilingual learning resources, and the conflicting meanings of bilingual education. Through this, we confirmed that children with a Mongolian immigrant background can successfully complete bilingual education in Jeju. In addition to parent education, the community and government should further expand bilingual education opportunities from the perspective of multiculturalism, and residents and immigrants should cultivate an attitude of equal exchange and communication from the perspective of interculturalism.
