[초록]

대전지역은 수도권 및 타 기초지자체에 비하여 외국인이 수적으로 적고인구감소지역에 미포함된 지역으로 외국인정책에 대한 연구가 부족할 뿐만 아니라 외국인정책 수립 및 시행 등에 있어서 미온적이다. 본 논문에서는대전지역의 외국인주민 거주 현황과 지원 실제를 토대로 하여 외국인주민지원의 한계점을 파악하고 정책적 과제를 도출하였다. 첫째, 외국인정책 전담부서 설치 및 연구기반 조성이 요구되고, 둘째, 외국인지원 유관기관 협의체 발족 및 역할 확대가 요구되며, 셋째, 외국인주민 시정 참여 기회 확대가요구된다. 넷째, 외국인 유학생 정주 가이드교육이 실시되어야 하고, 다섯째, 과학기술분야 우수인력 취업 플랫폼 구축 및 양성 확대가 요구되며, 마지막으로 외국인근로자 대상 한국어교육 지원 연계가 요청된다.

Compared to the metropolitan area and other basic local governments, the Daejeon area has fewer foreigner and is not included in the population decline area, so not only is there a lack of research on foreigner policies, but the establishment and implementation of foreigner policies are lukewarm. In this paper, the limitations of support for foreign residents were identified and policy tasks were derived based on the current status of foreign residents in the Daejeon area and the actual support provided. First, the establishment of a department dedicated to foreign policy and the creation of s research base are required. Second, the launch and expansion of roles of a consultative body of foreign support-related organizations are required. Third, the expansion of opportunities for foreign residents to participate in municipal administration is required. Fourth, guide training for foreign students should be provided. Fifth, the establishment and expansion of an employment platform for excellent human resources in the field of science and technology are required. Lastly,it is requested to link Korean language education support for foreign workers.
